Upcoming Speakers

In February we have scheduled Bob Rider from the Cumberland Water Department and in March we are planning to have Chief Bobby Dick from the Cumberland Police Dept. as our speaker. The Chief's father passed away recently and that was why he was unable to speak at our January meeting

In April we will try to have Bonnie Zembower from the District Court as our speaker. We are still working on final arrangements and we will keep you posted.

Lead Paint Training

Every 2 years we set up a refresher course for ALOC members and this year we were planning to continue that effort, unfortunately we ran into a few snags. Connor, who taught our classes in the past, raised their prices and they would not quote us on Saturday training. With this in mind we checked with Allegany College and they agreed to do the classes for $ 115 per person, less than Connor, and they would schedule it on a Saturday. All members who attended the last class have been mailed details of the AC course scheduled in February and April.

Opt-in Opt-out of the Lead Program

A number of people have reported that the recent Lead Paint renewals they received had mysteriously dropped newer properties built after 1950. These properties are referred to as opt-in/opt-out with inclusion of them being at the option of the property owner. We have checked with some folks at the MPON and they believe this is an error and property owners who wish to opt-in their properties should do so by manually adding them to the renewal. We will be checking into the matter further and we hope to have some answers by our next meeting.

 

ANNUAL ALOC DUES

Every December membership dues notices are sent to all members with payment due in January. For those new members who recently joined and paid for 2002 there should be no dues notice attached. Your dues cover the cost of getting the newsletters out, advertising spots in the newspapers and radios, mileage costs associated with attendance at Maryland Property Owners meetings in Annapolis, reproduction of ALOC forms and miscellaneous administrative costs. With a cost of less than 11 cents per day this truly represents a bargain for our members.

Your prompt dues payment will save us valuable time and resources. Thanks in advance for your renewal!

TWR moving to 549 N. Centre St.

Last year TWR purchased the former Buchanan Lumber Company property on Centre Street and after spending many months renovating the property they will move their operations to the new site on February 4th. ALOC members wishing to pick up lease, other forms or to talk with Jeff Hutter will need to go to the 549 N. Centre Street location.

TWR's former quarters at 117-119 Valley Street have been sold to Mel's Business Systems who will move into the building around the 11th of February.

LEGISLATIVE ALERT
The Lead Paint Gang is not happy with the progress we have seen in reducing the cases of lead paint poisoning and they are introducing new legislation to make the program more restrictive. We believe that the present program should not be tampered with and made more cumbersome for the already strapped property owner.

We ask that each member contact Senator John Hafer, Speaker Cas Taylor and Delegates George Edwards and Kevin Kelly. Let them know that you do not want more regulations. A combination of telephone calls and letters from as many members as possible would be helpful!


Miscellaneous Items

MPON News

The Maryland Property Owners Network will hold its first meeting of the year in Annapolis on February 11th at the Maryland Board of Realtors office on Riva Road. As previously mentioned we have some Lead Paint bills to cope with and we are gearing up for the battle. Since before the inception of the Lead Program the number of lead paint poisoning cases has continuously decreased every year. Some of this may be attributable to the Program but it is likely that the elimination of lead in gasoline may also be a big factor.
While in Annapolis at the PACE Reception Jeff Hutter, ALOC President, discussed this proposed legislation with Cas Taylor and he seems supportive of our position.

Over the past couple of years the Lead Paint Gang has concentrated on beefing up the Lead Paint Programs in Baltimore, where the incidence of lead poisoning is most concentrated, and has dragged the Governor into the fray. In a number of highly publicized events the Lead Paint Gang has pushed their agenda into the face of many political entities including the State and major municipalities. As we know, many property owners have not diligently pursued their responsibilities under the State's Lead Program and this deficiency, partly attributable to the States poor communications efforts, has added fuel to the fire. The lack of full registration, inspections and risk reduction work by some owners has only hurt us, the property owners who are trying to comply.

With this being an election year it is interesting to see how the bills are coming through. It appears that there are few controversial bills and the business community has only found a few bills to fight! Of course there is still plenty of time to see new bills introduced and we are certain that there are a few sleepers out there waiting for us!

 

Leases and other Documents

The Leases and other forms have been upgraded to reflect Law changes made in recent years and are available now.

ALOC has available leases, rental applications and tenant checklists for sale, at cost, to members. The cost for each item is as follows:
Lease @ $ 0.25 Rental Application @ $ 0.20 Move in Checklist @ $ 0.20 Lead Paint Brochures, both EPA and Maryland @ $ 1.50 for the pair.
Document Receipt for MDE and EPA brochures (disclosure) @ $ 0.15

These forms are kept at Jeff Hutter's office, TWR Comm. at 117-119 Valley Street. Any paid member can stop by and pick up whatever they need, however we ask that you call first with your order so that the forms can be ready and waiting for you.
