Upcoming Speakers

   Once again our planned speaker, Bob Rider, from the Cumberland Water Dept. has run into a schedule conflict and we will postpone his appearance until November or January.

We have instead invited Chief of Police Bobby Dick to attend the September meeting as our speaker. Unfortunately we have not been able to confirm this as of the mailing of this newsletter. So we will have to see what happens.

At our October meeting we will have Paula James from the Health Dept. as well as some folks from the Lead Coalition to bring us up to date about the Lead Paint Program

ALOC Website

   ALOC has established a website on the Internet, cumberlandlandlords.com. The site is up and running in a very basic format and we hope to add to the site over the next few months. The site will have a lot of basic information about ALOC as well as archived copies of past newsletters.
Our advertisers will have their ads on the current newsletters with older newsletter having the ads deleted. Though we have not explored the idea of running ads on our website for our advertisers we will be glad to talk with any of our sponsors about the possibility.
One of our aims with this site is to point potential new members to the advantages of being an ALOC member and the many benefits. Any members with ideas for our website can contact Jeff Hutter.

Lead Paint Training

Supervisor - Oct. 15-16, Nov. 12-13 and Dec. 3-4, 2001
Visual Inspector - Oct. 29-30, 2001

Smoke Detector Law

   HB66, which was signed into law this past May, requires that each lease for an existing residential dwelling unit that contains AC powered smoke detectors must have a disclosure. This essentially advises people that AC powered smoke detectors may not work if there is a power failure.
This disclosure should be part of the lease and we will be incorporating into the next update of the ALOC Lease.

College Park Sprinklers

   The College Park City Council met on August 8th to hear a bill that would require all owners of single-family rental properties to install sprinkler systems. Of course this bill does not require owner occupied homes to be similarly equipped.
As of the date of this newsletter we have not heard where this is headed but we will let you know what has transpired as soon as we receive word.
Obviously the state of Maryland appears to be overpopulated with left wing whackos!

Miscellaneous Lead Stuff

   Keep in mind that effective October 1, 2001 any lead dust wipes can be performed only if there no is chipping and peeling paint. This obviously will change the way many of us deal with turnovers and the treatments we perform. If you have questions about this change contact one of the many contractors and inspectors who advertise in our newsletter.

If the dates for Allegany College's Lead Paint courses are not convenient there is an alternative. Hagerstown Junior College also offers courses and they have quite a few planned for the fall of 2001. If you would like more details contact Cynthia Hull at 1-301-790-2800 ext. 520.

The MDE is running spot checks on lead contractors and they recently were waiting for a contractor in Baltimore checking for proper training and licensing cards, use of proper materials and procedures. Be careful "Big Brother" is indeed watching us all!


Maryland Business for Responsive Government

The MBRG each August publishes its Roll Call Report on Maryland Legislators. The main headline in the Roll Call states "Following Glendening's Lead Lawmakers Go Fast, Turn Left". This assumption is based on three defining actions made by our elected officials this year. The first major blunder was the bloating of Maryland's spending, a lack of focus on the long-term transportation problems we face in Maryland and of course the extension of collective bargaining for non-faculty state college and university personnel despite opposition by the people affected. The Governor obviously bent the legislature to his will in these three major areas.

Our State Senator, John Hafer, had the most impressive voting record of all of the Western Maryland Delegation. According to MBRG his 2001 percentage is 89 %, which is arrived at by dividing the number of favorable votes for business related bills by the number of bills on which the legislator voted. John's cumulative percentage over the years is 77%, which places him very high up on the list of common sense voting!
Our three delegates all voted consistently with a 2001 MBRG percentage of 64 %. George Edwards has a cumulative MBRG percentage over the years of 83 %, which places him above Senator Hafer. Delegate Kevin Kelly has a cumulative percentage of 63 % while Speaker Cas Taylor had a slightly lower 61 %.

Some of the bills that were part of this analysis included SJ 8 Health Care for all Marylanders, SB 75 Lobbyists Ethics Reform, SB207 Collective Bargaining, SB 341 Regional Transportation Study, SB 200 Transportation-Use of Revenues, SB 486 MEDCO, SB 641 Telephone Solicitation, SB 665 Unemployment Insurance, HB 820 Financial Institutions-Fees for Bounced Checks, HB 1001 Apprenticeship Program and etc. This is only a partial listing of the bills involved and members wishing to see the complete study should contact MBRG at 410-547-1295 or E-mail mbrg@erols.com.

 


 

Leases and other Documents

The Leases and other forms have been upgraded to reflect Law changes made in recent years and are available now.

ALOC has available leases, rental applications and tenant checklists for sale, at cost, to members. The cost for each item is as follows:
Lease @ $ 0.25 Rental Application @ $ 0.20 Move in Checklist @ $ 0.20 Lead Paint Brochures, both EPA and Maryland @ $ 1.50 for the pair.
Document Receipt for MDE and EPA brochures (disclosure) @ $ 0.15

These forms are kept at Jeff Hutter's office, TWR Comm. at 117-119 Valley Street. Any paid member can stop by and pick up whatever they need, however we ask that you call first with your order so that the forms can be ready and waiting for you.
